Norwich Landmarks

Kindred Landmarks

These are areas of the city that are used by particular groups of Kindred but are large or obvious enough that they are well-known within the city. There are plenty of other smaller landmarks associated with clans, covenants and particularly influential Kindred, but these are the ones all characters will know about, even if all they have seen are the ‘keep out’ signs. In addition, there are structures and places that are within particular Districts, such as the Two Towers - see our posts on the Regencies of the city for more information.

The Arcology

The Arcology is a secure gated community of Kine owned by Prince Lockwood, located to the north of the city. It is a highly desirable place to live, filled with modern houses and flats, good healthcare and school facilities and a high level of safety.

Access is not only for those rich enough to buy their way in: there is a set of Housing Association schemes and outreach charities that anyone can apply to for a chance at living in the Arcology. However, as might be expected, it is highly competitive, and the qualities that increase the chance of success are far from clear. They generally focus on pro-activity and potential, with the implication being that everyone there has earned their place.

Despite the lengthy application process and the small chances of success, it is worth it for many people, especially if they are experiencing financial troubles (for which assistance is available).

The Necropolis


The Necropolis is the traditional home of the Nosferatu of the city. However, where most Necropoli are creepy tunnels and sunken buildings, the Nosferatu of Norwich have taken a rather different approach. When large parts of the city were rebuilt following World War II, the Nosferatu remade the Necropolis to their specifications, creating a custom-made space for themselves to express their twisted creativity in safety.

These days, the Necropolis resembles less the dark remnants of an old city and more the luxury follies of eccentric millionaires. The Necropolis is as rich and fabulous as the Haunts who thrive in Norwich. It is an eclectic collection of structures built at the whimsy of the personalities involved. It is said that you can find everything from luxury apartments filled with mod cons to decor more suited to a nineteenth-century gentlemen’s club than an underground lair. There are even rumours of ‘Lord Farthingdon’s Underground Imax’.

The Necropolis is off-limits to all but Clan Nosferatu and their guests, and it is somewhat rare that they invite anyone into anything but the rooms considered to be public facing, so many never see the architectural creativity of Clan Nosferatu at full force.

The Storm Tunnels

The Storm Tunnels are the collective name for any of the tunnels, service corridors, forgotten passages, abandoned train tunnels, sewers and other liminal underground places that the Daeva have taken as the heart of their clan presence in the city.

When the Daeva fell from grace, many lands that were rented by the Daeva were taken back by their Regents and several of the really influential Elders went into torpor. Barons turned Daeva out of their Districts and they were left with nowhere to go. The storm tunnels were their refuge, a place not in any Regency, but the clan refused to simply exist down there. They fought hard for it, shaped and defended it, and made it their own. The Daeva don’t like people trash-talking the Storm Tunnels, because it’s a sign that they remained unbroken.

Entrance to the Storm Tunnels is only admitted to members of the clan and their guests. The Daeva claim no domain over these tunnels, but they have unofficial rules and the ability to enforce them. While the Storm Tunnels are not part of any Regency, they are still the Prince’s lands and the Daeva must be seen to acknowledge the Prince’s laws. They will remove any interlopers with a minimum of fuss and violence, even if they aren’t very polite about it.

The Racks

There are three Racks in the city, attached to different Districts but not counted as rentable territories. They are neutral territory though still fall under the Prince’s law and are monitored more closely than most other Feeding Grounds in the city, so any trouble-makers are likely to be noticed quickly.

The Bus Station Rack in Lakenham is available to any Kindred, but it is typically only used by those who have nowhere else to feed. It has abundant but still limited blood supplies and anyone found to be relying on it when they do not need to is likely to be discouraged by the Kindred authorities. No-one feeds there if they can avoid it.

The Bank Plain Rack in Tombland is the mid point between hanging around the Bus Station and living it up in Old Norwich - the clubs and bars in this area provide vessels that most Kindred would find acceptable. However, as with the other Racks, it implies that you cannot feed yourself, and regulars may find themselves ridiculed in the Harpies' reports. Add to that the competition for Vitae, and it is definitely a sub-optimal option.

The Old Norwich Rack is only available to High Court Kindred and those found without being granted the right to feed face harsh punishment. It is primarily used by high-ranking visitors or by those who temporarily cannot use their own Feeding Grounds, for whatever reason. Use of this Rack by residents of the city is likely to cause some snide comments and is considered a shameful sign that the Kindred can’t feed themselves or protect their territory.

Kine Landmarks

Many of the Kine landmarks are considered neutral territory, even if they technically fall within a Regency.

The Train Station
Located in the Regency of Tombland, this is the primary public domestic transport route in and out of Norwich. It has good links to London. It is not a place where Feeding Grounds can be obtained, and neither is it a Rack: strictly, Kindred are not meant to feed here and it will likely be noticed if it happens regularly.

The Docks
Located in the Acle Straight Regency, these used to be part of Great Yarmouth before it was subsumed into Norwich. It is the best place for import and export, though anyone engaging in illegal activities round here will need to contend not only with the law but also with the other smugglers and dealers.

Norwich International Airport
The airport is strictly under Prince Lockwood’s control and any Kindred in the area should expect to be heavily monitored.

The Police Station
The Police Station is in the Regency of Lakenham, placed there to keep a presence in one of the more troublesome areas of the city. The police forces are stretched thin due to lack of funding, though, and their grip on the area is only growing more tenuous.

The Wastes

These are strictly no-go areas, forbidden by the Prince's decree. However, they are some of the few areas that have not yet been claimed as Districts, so many enterprising Kindred have tried to stake their claim. None have yet been successful.

The Village of Wymondham

From a Kine perspective, Wymondham is just lovely: the richest of the rich live there, have fun on the golf course, shop at the Waitrose. However, the village has been formally cordoned off by the Prince for thirty years.

There is no official story, but of course there are rumours: uncontrolled Kine cult, insane Elders, unfathomable darkness, something in the water. All that matters is that both Kindred and even their Kine agents do not venture there. 

Elysian Heights

Designed in the early 1970s as a utopian social housing project, Elysian Heights almost immediately failed to live up to its aspirational name.  Tenants were moved in while construction was still ongoing, numerous accidents plagued the project, and organised crime quickly muscled its way in.  The residents were trapped in shoddy housing, unable to afford to move out, and the streets plagued by violent crime and robberies.

Which, all told, should have made for ideal feeding grounds for the city’s Kindred.  Up until the early 1990s, it did, with several of the Low Court making a good unlife in the area and several of the High Court eying up the area’s development prospects long term.

Then something changed.  After one night in 1993, none of the resident Kindred were heard from again and echoes of torpor and Final Death echoed through the links of blood sympathy.  No-one’s sure what happened that night, but since then the High Court have studiously ignored the place.  Every so often, an enterprising Low Courtier makes a bid to claim the Heights as their own, or to go exploring for a thrill the way mortal teenagers might dare each other to visit a haunted house.  Without fail, none of them have returned to tell what they found.  Ghouls visiting during the day reported the neighbourhood to be much as you’d expect, but there was always a feeling of being watched...

Keller’s Hold

Every suburban area has the creepy old house that no-one goes into. In this case, it is an area of streets filled with rundown, empty houses that are falling into disrepair. No-one quite knows why they haven’t been snapped up by some developer, and there are occasionally announcements that a new housing estate, or supermarket or leisure centre will be built there, and then nothing comes of it. Some say the area is cursed, but there are rumours of feral animals, weird phenomena and ghosts from some large-scale tragedy.

The Outskirts

To the south of Lakenham, a little way out of the Regency proper, is an area of walled-off land which has been claimed by the Ordo Dracul of Norwich with the permission of the Prince. Prospective visitors have been strongly advised - on pain of violent punishment - to rethink their wish to travel there, for their own safety. Rumours abound about what exactly is here - a resource the Ordo do not want others to exploit? Something dangerous they have discovered? - but careful observers will have noted that those who do try to break in do not return.

The Broadland Nature Reserve

When the widespread industrialisation of the Broads began to gather speed, this area was given legal protection out of fears that the diverse ecosystem of the area would be irreparably damaged by the march of progress. The Acle Straight Nature Reserve was created and slowly expanded as campaigners (and presumably a good amount of Kindred influence) managed to secure the area from developers. It is strictly out of bounds, by order of the Prince.

RAF Coltishall

An active military airfield to the north of Norwich, RAF Coltishall has been declared off-limits by Prince Lockwood. Little can be gleaned from the edge of the area and flight overhead is likely to be challenged by air traffic control.
Nobody knows quite why the Prince has taken such an interest in a military installation, though of course, rumours fly. The more ridiculous ones suggest that she is stockpiling weapons in case somebody tries to displace her. Others point to the strange lights and sounds that locals attribute to UFOs or experimental military aircraft.

The Paper Towns

Around twenty years ago a small coterie of enterprising Kindred were eyeing up the land North of the airport for development. Housing, amenities, industrial parks, schools and more were planned in several grand phases of construction. Their plans met with the approval of the Prince’s office and prominent Kine investors were attracted to the project. Work started soon afterwards. The few pre-existing abandoned structures were earmarked for demolition, the ground breaking ceremony went off without a hitch and there was real buzz about the opportunities this project offered the city. 

Everything was proceeding according to plan.

That is until one of the coterie, a Mr Geoffrey Phillips, was found quite dead at the site of one of the part built residential areas. Soon after that the remains of Ms Amanda Burns were also discovered, this time in one of the pre-fabricated warehouses that the construction crews had built. 

If the loss of half the initial investors wasn’t enough to sour what had seemed like a particularly sweet investment, the delays due to vandalised and stolen equipment, the high rate of injury and death among the work crews and issues with the suitability and stability of the ground that the initial surveys had apparently missed.

It wasn’t much later when rumours of a curse started to spread among the work crews. Shortly after that many of initial investors started withdrawing their support while the work crews just quit en masse.The remaining members of the coterie called a halt to the project while investigations were carried out, investigations they vowed to personally oversee.
They, and several associates, disappeared.

Some speculate that after the colossal failure of their project they quit the city in disgrace, others lean more towards the idea that the project actually was cursed. Either way its results can still be seen today. Part built structures, abandoned and rusting machinery and rotting warehouses litter the land and most Kindred simply avoid the area. From time to time younger Kindred express an interest in investigating to find out what actually happened but they tend to be gently discouraged by their elders, unless their elders don’t particularly like them that is. Whether it’s a curse or something else is entirely unknown, what is certainly known is that Kindred who venture in there don’t come back. 

All that’s left of this once grand vision are the Paper Towns.

The Regency of Old Norwich

The Regency of Old Norwich

There’s little doubt that this Regency belongs to Samuel Asinelli, in part because he practically built the place in the aftermath of WWII. Taking his inspiration from the historical areas of Norwich like Elm Hill mixed with a soupcon of Paris and Byzantium Samuel’s regency is a haven for the arts and artists in the city. This definitive style, when added to the fact that the Regency occupies and exceeds much of the old center of Norwich is what gives its name.

While the outskirts of the area are easily accessible and navigable, the more central areas are another matter entirely. Making your way through the small, winding streets beneath the half timbered buildings and multi-level streets you’ll find cafes, galleries, studios and more nestled in the sometimes maze like area. It’s all part of the cachet and the culture of the area amongst the Kine. If you don’t know your way around then it’s almost like you didn’t belong there in the first place.

Geography

Old Norwich is on the Northern side of the city, bordering with both Prince Lockwood’s Arcology and the Black Friars Regency to the East. Norwich International Airport sits just North of the borders of the Regency and by Prince Lockwood’s decree is under no-one else’s control but hers.

Asinelli Tower, Samuel’s pride and joy, sits on the edge of his regency, close to the border with his eternal rival Simone Garisenda, so as not to intrude on the aesthetic that he’s tried so hard to create. The fact that it gives him an unparallelled view of what’s definitively 'his' is just a bonus. Over the years of the feud with Simone the tower has grown taller and taller, always maintaining the same architectural style, to ensure parity with the Garisenda tower.



History

Following the destruction of the Blitz and the transition of power Samuel Asinelli made sure to put himself forward to catch Prince Lockwood’s eye with his many, and varied talents, particularly with regards to how much of the city needed rebuilding. His particular ability as a civil engineer was very much in demand and through this service he was able to claim his territory, right in the center of the city.

While others were wary of staking their claim to it, the site of Prince Sebastian Cheverton’s Final Death, Samuel was undaunted. He quickly set about realising his vision for the area, a call back to the cities of his youth with enough modern touches so that it wouldn’t feel out of place in the metropolis.

Living in the Regency

Samuel appears to have a somewhat laissez faire approach to those living within his regency, provided the Traditions and his own, few laws, are kept that is. Those who can do that will be left to their own devices for the most part, unless they do something to earn Samuel’s favour that is.

Laws
  • There is to be no violence committed against Kindred, Ghouls or Kine within the bounds of Samuel’s Regency unless it is specifically authorised by the office of the Prince or Samuel himself. 
  • Acts of violence committed while in a state of Frenzy must be reported to either the local Baron or the Regent as soon as the offender is capable of doing so.
  • Only those given permission by Baron Bonnaire may make use of the Rack located in the Regency.
  • Do not interfere with the artistic pursuits of other Kindred. 

Samuel’s punishments for infractions tend to vary on a case by case basis. It is certainly true that those he favours have historically received more leniency than those he does not. His punishments tend to range from fines, increased feeding ground rent for a season or, in one particular case, banishment from the Regency and the confiscation of the offender's territory. It’s probably better that you don’t mention that particular incident around him, it just upsets him.

Samuel often claims that he’s more interested in talent, in any field, than the affiliation of a any given Kindred. As part of this he’s made a habit of surprising choices for his Barons. Given his status both within the City and the Invictus the fact that he’s granted a Daeva and a Carthian Baronies leads some to speculate that he either doesn’t care for the consequences or is just that certain of his position.

Samuel thrives on scandal and gossip as well as new, bold ideas and perspectives. He revels in being in the know, of finding the next big thing and has a habit of sending out assistants to scour the city for both Kindred and Kine who might just provide them.

Kindred looking to be on the cutting edge of Kindred society, particularly those involved in the arts or Kine society tend to gravitate towards this Regency. Others come for the chance at advancing themselves at Court by attracting Samuel’s notice and his patronage.

Districts

The Golden Triangle

This district, overseen by Mx Jamie Bonnaire, is where the rich, the famous and the infamous come to play when they don’t want prying eyes following them. Large, half timbered regency-era style buildings present a facade that blends with the rest of Samuel’s lands but beneath the careful soundproofing and pleasant surrounds excess of every kind can be found. Burgers coated in gold leaf, cocktails worth more than the nightly wage of the person serving it and more are there for those who can afford it, here where the night never ends and the party never stops.

Many were surprised when Mx Bonnaire was made Baron of this district. While it’s true they’re of the same clan as Samuel, placing the responsibility for maintaining the High Court’s Rack in the hands of a Carthian is certainly something that set the rumour mill running. Even their worst detractors have to admit that they do throw some of the best parties though.

Mx Bonnaire’s very conscious that everyone’s watching, and most don’t have their best interests at heart. As such they’ve been very public about their adherence to both the Prince’s will and Samuel’s. How much of that is just an act however is anyone's guess. It's certainly true that their reputation amongst the Carthians has remained intact throughout their tenure at least.

Physical: Access +2, Safety +4 - Mx Bonnaire’s sticks remarkably close to Samuel’s first law as they’re well aware that the Kine won’t come to play if they don’t feel safe, and without them the Rack’s next to useless. Security is particularly tight, although discrete, in and around this district, both to ensure that everyone gets home safe and sound, if a little anemic now and then, and to dissuade any wandering paparazzi from catching the exclusive clientele at their worst. In support of this the streets are easier to navigate than the style of the buildings and the Regency as a whole would suggest.

Mental: Information -2, Awareness +2 - If you don’t know where to find the party then it’s unlikely you’ll be able to find it without help, and much like the rest of the Regency if you don’t know where to go then you probably don’t belong there. The streets may be better lit and easier to make your way around than other areas, but that won’t help you when you’ve no idea where you’re trying to get to.

Social: Prestige +4, Stability -2 -The Golden Triangle’s where you go when you’ve made it and you don't need to prove it anymore. Just being seen here’s enough to raise your cultural capital, although the higher you rise the faster you can fall. One false step in the circles that move here can be the end of your social career.

The Alleys

Edward Hathaway runs The Alleys District, possibly keeping a much tighter hand on what happens within his territory than even his own regent. A member of good standing within the Invictus and Samuel Asinelli’s vassal it’s only natural that he’s risen as high as he has within the city. He’s well known amongst the Kine as the blind fashion designer who creates fabric miracles and amongst Kindred as an ever reliable source of news, information and gossip.

In many ways The Alleys is the heart of the Regency and very much lives up to the maze like reputation it’s developed. The winding, multilevel streets are home to a variety of boutique stores, small design houses, artists’ studios, galleries and cafes.



Physical: Access -3, Safety +3 - The Alleys are somewhat self contained, in part due to the nature of the community but mostly because it's so difficult to find your way around them unless you've lived there long enough to get used to them. Not helping matters is the fact that more than half the streets are cobbled. However, they're certainly one of the safer areas of the city. The locals look out for one another here and more often than not resolve their own issues rather than bothering the authorities. 

Mental: Information -3, Awareness +3 - The rumour mill's always going full pace in The Alleys and you don't have to look very far before you'll hear something interesting. Finding the right place to listen in might be a challenge though.

Social: Prestige 0, Stability +3 - Neither Samuel nor Edward want anything to disturb the residents here, whether they’re Kindred or Kine, and they’ve worked hard to foster the bohemian spirit that’s created some of the finest works of art in the last fifty years. While the area might be famous for its artistic endeavors not everyone wants to actually live there, possibly due to the slightly claustrophobic nature of the streets.

The Castle Museum District

Samuel once again raised a few eyebrows when he made Margery Gilbert a Baron. A Daeva, responsible for the site of some of the worst Kindred excess in recent memory and the death of Prince Sebastian Cheverton, with their reputation? Members of the Nosferatu however, are well aware of just why Samuel did it. How better to annoy his old foe than to raise an awkward member of her covenant with lands that sit on the border between his lands and hers?

While Margery may be aware of the Samuel's reasons, she's certainly taken the chance that's been offered to her. Since being made a Baron she's done everything she can to distance herself from those members of her clan who still refuse to play by the rules while ensuring that those who live within her district act as model citizens.

Unsurprisingly the District is named for the museum that lies within it, although Asinelli tower is also located within the district. Though Norwich castle was devastated during the Blitz, a large museum chronicling the rise of the city and it's subsequent rebirth was built around the ruins of the castle.

Physical: Access +1, Safety +3 - Tourism is one of the main sources of income for many of the Kine who live in the district, and as such Margery's made a special effort to establish links with the city's police force to ensure that regular, visible patrols are on the streets. Safe tourists are happy tourists after all. There are reasonable bus links too, running often enough to get people into the area but not so often that they don't leave too soon.

Mental: Information +4, Awareness -1 - Like much of the Regency this district's streets have that maze-like quality, but unlike anywhere else it's particularly well signposted. Margery has taken great pains to ensure that both locals and tourists alike can find their way around as part of her attempts to refine the science of herd management.

Social: Prestige +2, Stability +3 - Margery is first and foremost a herd scientist and as such has taken great pains to ensure that there is a real community spirit amongst the Kine living in her district. She's a well known public figure, sitting on the board of the Museum as well as sponsoring community outreach programs and taking part in the local small business forum that she arranged the founding of.

Earlham Road

Jennifer Carter, a member of the Lancea et Sanctum of middling importance, holds sway over this district that mostly consists of high class housing and the Catholic Cathedral that sits in the middle of it. She's a long time supporter of Samuel and he's been heard referring to her as his "spiritual council on more than one occasion.

The District is one of the quieter ones within the Regency, lacking as it does the artistic spirit, the exclusive nightlife or the tourism that features in the other districts. That suits Jennifer just fine, so much so that she's spent her time as Baron working to increase the levels of security for the majority of the District to discourage any criminal activity, whether it's Kindred or Kine related. The only exception being where the feeding grounds are located. The less prying eyes there the better.



Physical: Access +2, Safety +3 - Unsurprisingly, given the wealth of the inhabitants, the District's both safe and easily accessible with regular police patrols in addition to the private security and high levels of CCTV coverage.

Mental: Information +1, Awareness +3 - If there's one thing this district's known for it's that while a career in burglary might be very profitable it's rarely worth the risk. There's almost always someone watching here, day or night. How else are the residents going to feel safe in their beautiful homes?

Social: Prestige +4, Stability +3 - This quiet corner of Norwich, with its grand houses and perfectly manicured lawns is the place to live, provided of course you can afford it. It's genteel, tree lined streets are a haven of peace and quiet which its residents seem to think is well worth the price of admission.

Blackfriars Regency

Blackfriars Regency
A well-heeled area mixing corporate and big business areas with high-profile private medical and scientific institutions, the library and Norwich’s biggest city park. An area for up and comers who have enough money to play the high stakes. Entrenched and nepotistic, it is filled with a multitude of overlapping old boys’ clubs. As with any such area, there are rumours of ethically dubious activities and it is not even a secret that some of the Kindred here engage in social experiments in which humans are seen as merely ‘population’ and ‘resources’. It is governed by Simone Garisenda, a Nosferatu of the Ordo Dracul.



Geography
Blackfriars is positioned slightly to the north of the city centre and borders the Arcology, making it one of the finest pieces of turf in Norwich. It contains the Blood Bank and borders RAF Coltishall, which is a strict no-go area under the Prince’s decree. The ongoing feud between Samuel Asinelli and Simone Garisenda is made even more intense by the fact that their Regencies border one another. In fact, one of the landmarks of the Regency is Garisenda’s tower, which has been continually built higher and higher in varying architectural styles since before World War Two to compete with Samuel Asinelli’s tower in the bordering Regency.

History
Before World War Two, this was a quickly evolving area that had influence from the Norman and Anglo-Saxon areas of the city. It was a hub of trade and civic duty, as well as being the site of a Dominican Monastery, for which the Regency is named.

The bombing of World War Two destroyed many of the old buildings in this area. However, following the Blitz, the Two Towers were left almost miraculously intact, and Simone Garisenda weathered the changes in leadership just as well. She quickly established herself as a person the Prince would find useful to have on side, not least because when the city put the Blood Bank in place, it somehow ended up in her Regency. She risked a lot of her own resources on rebuilding the Regency she now oversees and it paid off, with Garisenda's bizarre mix of medical and scientific expertise, business sense and avant-garde leadership creating a thriving centre for banking and private medical research in the city centre.

Living in This Regency
Simone Garisenda is a Regent who likes to see innovation, and as long as people don’t make a mess she won’t bother to meddle. After all, she has people for that.

Her laws:
  • You are responsible for keeping the Traditions and cleaning up after yourself if they are broken.
  • The Blood Bank is sacrosanct. Do not interfere with it (or any of its associated environs, people or processes) unless authorised by the office of the Prince or the Regent.
  • All experimentation must be conducted under controlled conditions with a minimum of collateral damage to life (including Kindred), magical or supernatural conditions (including feeding grounds) or property. You are responsible for ensuring the safety of your experiments and innovations.
  • Any contact with diseased individuals or any suspicion that disease might have entered the Regency’s environs directly or indirectly should be reported to the Baron or Regent immediately.
While Garisenda mostly lets her tenants get on with things, she takes a strong stance on those who break her laws. The point of her rulership is that she gives her tenants responsibility for their own actions, and therefore if they prove irresponsible, she has no patience with excuses. Those who have lived in her Regency for a while know that she will be more forgiving to those who recognise that something is outside the scope of their ability to keep it controlled and contact her than those who cover it up ineptly and cause further problems. However, she is likely to exact payment or impose a consequence, as she believes that lessons should be reinforced.

This attitude is both why Kindred choose to live here or choose to avoid this Regency: Garisenda’s laws both give license and consequence, so it is popular with members of the Ordo Dracul and Clan Nosferatu, especially given that Garisenda is a prominent member of both groups.

Besides that, as long as Kindred are willing to live within the laws and the Traditions, it is a potentially profitable area of the city with links to the Arcology and plenty of ways to get contacts in the business or medical communities.

Districts

Ruled by Baroness Carmilla Fitzgerald, a Mekhet of the Invictus, this is the home of many of the banks, stockbrokers and insurance companies of Norwich and the site of the Blood Bank. Baron Fitzgerald is the Sanguine Notary for the city and the business manager for the Blood Bank, a hefty responsibility.

The area is relatively quiet by night, as the majority of local business goes on during the day, but some of the companies with an international presence and the stockbrokers have a presence at night. After work many of the business people can be found in Bank Plain, which used to be the old banking district until Temple Fortune eclipsed it.

The Blood Bank itself is a very old building that survived the bombing in the heart of a shiny new apartment complex (which provides the Feeding Grounds to maintain the ‘red standard’). It has a much higher level of security than the buildings around it.

Physical: Access -2, Safety +3. Temple Fortune has an understandably high level of security: after all, it is a rich area with a lot of money changing hands. This also makes it one of the safest places to be in the city. There are cameras everywhere and the security is high-tech.

Mental: Information +1, Awareness +1. Baron Fitzgerald cracks down hard on anyone who endangers the security or activities of the Blood Bank and its Feeding Ground, and the dangers of insider trading and corporate sabotage mean that the local Kine are a little paranoid. However, many people around here have a price: it’s just a very high one.

Social: Prestige +3, Stability -3. The area is wealthy and prestigious to live and work in due to high rent and good jobs, but it is quiet at night. The stability of the banks and businesses here are often hanging by a thread, and with a few of them going under, the whole place could become a wasteland of shuttered offices, and few here will leap to defend their erstwhile colleagues if they see a chance to advance.

The Hospital District

Norwich Hospital is located in this District. It is an NHS hospital with a proud history but these days the building and services are suffering from national cutbacks and many of the local private centres are benefiting from patients who can afford to switch over. There are numerous other NHS hospitals and medical centres in Norwich, but this is the big central hospital.

The most notable other building in the area is the Thomas Browne Centre, a private medical research centre specialising in hematology. Surrounding it are upper middle class townhouses and a number of private scientific and medical research facilities.

This District is ruled by Baroness Victoria Harvey, a Gangrel Lance business leader with an interest in medical science and herd control. Her rules are generally fairly minimal, but she requires contact details from all that live within her District and has them sign a disclaimer upon entering into a tenancy agreement saying that they will contact her or a representative immediately if they witness, cause or in any way become aware of an unreported breach of the Masquerade. She also requires that any Kindred experimentation be certified by someone higher up in that person’s covenant, to make sure it is not going to cause trouble, and be conducted with all due discretion.

Physical: Access -1, Safety +2. The hospital is relatively accessible but also has constant security presence and lots of cameras. The private medical and scientific facilities have tightly-controlled security due to the value of their research on the open market. The area is quiet during the night and generally fairly safe.

Mental: Information -3, Awareness +1. The organisations around here are secretive about their activities, but they also act as companies with websites and employee lists. The hospital is less secretive but still handles a lot of personal data, so has to maintain a certain degree of control. However, you can largely pass unnoticed around here unless you draw attention to yourself.

Social: Prestige -2, Stability +2. The residential areas are often cheap flats, and while working at the private companies is prestigious, there are likely a lot of very bad things going on under the gleaming business chic and shiny smiles of the companies around here. The facilities around here close ranks if there is even a hint of scandal, and will often protect one another on the basis that investigations tend to spread.

Avellana Park

A charming city park, this area is a popular spot for walkers and families. By night, it often hosts performances, fairs and events. Of course, it is also filled with nooks and places that could potentially be used for clandestine meetings and goings-on. There are an unusually high number of hazel trees in the park.

Cheverton Memorial Library is a sombre library built in the 1980’s to provide new facilities for housing the city’s archives and special collections. It is a beautiful building that is nearly flawlessly designed in a nineteenth-century neoclassical style, but with very modern facilities and a strong base for local charity works. However, the building has not been updated in many years and as such could do with some sponsorship. It can be no coincidence that it shares a name with the late Prince Sebastian Cheverton, though he had been dead for many decades before it was built.

This District is ruled by Wilt Corylus, a Gangrel Circle of the Crone. He is an odd Baron for such an area, but he once did a service to the city and all he asked for in return was a ‘small patch of ground’. He has turned this ground into a vibrant park and has refused to let it go, even when others have offered to buy him out. It can of course be no coincidence that the greenhouse on the park grounds specialises in poison plants.

Physical: Access +4, Safety -2. This area is publicly accessible and sees many passers-by every day and night. While there are some no-go areas, very few places have significant security. With that comes danger: there are muggings in the streets or dark parts of the park late at night, and this is the only District in the Regency where opportunistic thefts are common. During festivals, pickpocketing is also common.

Mental: Information +3, Awareness -2. The library is designed to provide information, and nothing here is particularly restricted until you start looking into personal or business information. However, the limitation is that the information available here is mostly accessible from any computer or good reference library and is relatively harmless. If you want to search local news databases, it’s great; if you want to learn secrets about corrupt politicians, not so much.

Social: Prestige -2, Stability +1. Everything here is publicly funded and so there isn’t much chance of it changing quickly. It is a fairly quiet and unassuming area to live in. It is generally a good neighbourhood with a fairly strong police presence, so the chances are that if anything is obviously wrong, someone will interfere or call the authorities.

The Spire District

The Spire District is ruled by Ralph Toppes, a Nosferatu Invictus, who keeps an eye on the media to watch for any Masquerade breaches. He projects the appearance of a savvy media mogul, almost to the point of being an archetype.

This District encompasses a section of the city that was cleared by the Council (including some less desirable housing, against the wishes of residents) following World War Two. The Spire is Britain’s second-tallest skyscraper, built in Norwich city centre in the early 2000s.  It is super modern, but it also mirrors the architecture of the Cathedral and the Norman roots of the city. It is currently the base for Anglia TV.

In the immediate surroundings of the Spire are other media outlets and companies such as the magazine company The Mustard Club (formerly Tillet, Colman, Copeman and Jarrold).

This is also the base of operations for a number of Norwich’s big businesses and as such is a highly sought-after area for offices. However, it is usually relatively quiet at night and has only a handful of residential areas.

Physical: Access +1, Safety +1. Getting into the area is no problem but the media and corporate buildings are restricted and have good security. It is relatively safe area, with low level crime but nothing serious.

Mental: Information +3, Awareness +3. If you want gossip, scandal and blackmail, the media outlets and big business areas are the place to be. While you might have to grease some palms, this is one of the places that has its finger on the pulse of the city. Of course, that comes with certain disadvantages: word travels fast around here, and there are a lot of people eager to break a big story, so you’d better not let too much slip.

Social: Prestige +2, Stability -1. The scribbling classes are not popular among a lot of those they target, so they are often under threat of legal action or being closed down. The businesses in the area have to bet big to make money, which makes their positions tenuous at best. The community spirit around here varies between kicking others off the ladder and a strange kind of solidarity, depending on who you are and what you’re threatening.

The Acle Straight Regency

The Acle Straight Regency
This easterly stretch of the city is heavily industrialised, containing one of the city’s power stations as well as the remnants of Norwich’s once sizeable manufacturing base.  The area has taken a major hit over the last few decades as businesses have moved overseas, leaving the area an impoverished shadow of its former self.  The Regency is governed by Nemo, a Mekhet of the Circle of the Crone.



Geography
Located in the eastern side of the city, it borders on the Great Yarmouth docks.  The drained lands of what were once the Broads form the majority of this Regency, and it has expanded to include the towns of Acle and Reedham among others.  To the north of the Regency is an area of wetland that is protected as a nature reserve by both the human and Kindred authorities.

History
Once the industrial heart and centre of much of the city’s wealth, the Acle Straight area has been in decline since the 1960s.  The assorted chemical plants around Reedham give a high-tech first impression of the area, but urban decay has set in across the rest of the Regency.  There’s been talk about projects to renew the area on and off for the last decade or so, but nothing has been done on that front to date.

Living in This Regency
Nemo has the Mask of the Faceless God, an identity which acts as a vessel for divinity, of whatever kind the cult of Circle they are working with worships. They are rumoured to have an extensive group of mortal, ghoul and Kindred followers who focus on the Cult of the Faceless God - a doctrine focused on mutability of the self. Nemo oversees and draws together the various small cults of the Circle within the Acle Straight Regency, making it the last remaining stronghold for the Circle of the Crone in Norwich.

Nemo’s relationship with their clan is strained, as the Mask of the Faceless God and its mutable identity are the antithesis of the kind of solid anchoring identity and sense of self most Mekhet desperately seek.  However, Nemo is deeply respected by the Circle for the services they provide, and Mekhet Acolytes in particular know just how much Nemo gives up in service to the gods.

Nemo has a distant and hands-off style of governorship over their Regency.  While they are often seen walking the streets, it’s rare that they will stop and interact with their tenants.  However, the two laws they enforce without mercy are:

  • Do not destroy, damage, deface or desecrate symbols of faith.
  • Do not frenzy on holy ground.

These are met with swift punishments levied in the form of blood sacrifices, hefty fines or beatings.


Districts
Reedham Chemicals



The assorted Reedham chemical plants cover a sizeable area, producing a range of chemicals for the city and beyond.  It’s one of the few well maintained parts of this area of the city, although far from picturesque.  The assorted towers and chimneys of the plants dominate the skyline, towering over the plant worker’s homes and the few shops that serve them.

Baron Jack Snagsby rules the District, although he plays things quite fast and loose.  Rumour has it that he’s not in one of the more favourable Nosferatu Regencies due to some dodgy dealings in the past.  Whatever the truth, Jack has made a made himself at home in Reedham, and is happy to meet with his tenants in the faux-plush office he’s set up.  

A lot of chemicals come out of Reedham, and not all of them are legitimate.  If you want to buy meth or an assortment of party drugs in bulk, there are people who can hook you up...

Physical: Access 0, Safety +2. There are few commuters to the plant, with most of the workers living in the immediate area or the nearby Burgh Castle housing projects.  As such, the main traffic on the roads and rails in the area are delivering raw materials to the plants, or shipping finished products away to the rest of the city and beyond.  The area is well patrolled by security guards, and both the police and fire departments respond quickly to any disturbance given the highly volatile nature of the chemicals held on site.
Mental: Information –2, Awareness +3.  The area isn’t set up with visitors in mind, so there’s little in the way of signposts beyond some stern warnings about trespassing when you get to the plants themselves.  CCTV is pretty prevalent in the area, and the residents are quicker to call in any suspicious behaviour than in most part of the city.
Social: Prestige –1, Stability +3. No-one really wants to live here, but it’s a better option than Burgh Castle if you’ve got the choice.  However, the residents form a close-knit community as workplace friendships carry over into the home.

Acle Industrial



Dozens of factory buildings fill this district, ranging from early 1900s construction to angular late 1960’s architecture.  Most are now derelict, with broken windows and collapsing roofs.  The few active factories churn out goods for the city day and night, with a steady traffic of shift workers flowing in and out of the area.

Acle Industrial is ruled by Baron Tarvos Smith, a Daeva of the Circle of the Crone. Baron Smith is known as a supporter of the Trade Unions that grew from the industry in this District and there are rumours that he has formed a cult that worships a divine Smith figure.  He has a reputation for having ferocious strength, even for one of his clan, and a temper to match.

The desperate and poor can find homes here, although it’s a dangerous place to live.  There’s little in the way of shops and services other than a few 24-hour diners to feed the workforce and more than its fair share of dive bars for those looking to drown their sorrows.

Physical: Access +1, Safety -3. It’s easy to get in and out of the area, with the stretch of the Acle Straight leading between the centre of Norwich and the Great Yarmouth docks.  However, once you move away from the A47 it turns into a maze of minor streets leading to the factories, with the street lighting flickering dimly in the night.  Street crime is rife here, and at least one of the bars will erupt into a brawl on any given night as tension rise.
Mental: Information -2, Awareness -4.  If you work here, you know your way around.  Otherwise, there’s little information to be had, with the city mostly trying to avoid paying any attention to the bedraggled remnants of its once great industrial heart.  The workers and residents have been worn down by years of fear and neglect, and walk head down swiftly past any but the most serious disturbance.
Social: Prestige -2, Stability -3. As the fortunes of the area have faded, so too has its reputation.  Murals speaking of the once innovative and optimistic spirit of the area can still be faintly seen under the grime and neglect of the last thirty years.  Any sense of community has faded with it, to the extent that the remaining residents eye each other with suspicion.

Broadland Power



The twin gas and coal Broadland Power Plants struggle to keep up with the demands of the city.  The concrete towers were state of the art when they were built in the early 1960s to meet the city’s growing demand for electricity.  Now they are stained with decades of pollution, and the rusty chain-link fences that surround the plants offer little in the way of a barrier to any intruder other than the risk of tetanus.  While publically running smoothly, a lot of effort has been put into covering up the several accidents that have taken place over the last few years…

Baron Arianrhod, a Gangrel of the Circle of the Crone rules this area.  She’s a fairly solitary Circle who worships Taranis, and seems to regard the power plants as a place closer to the gods.  People generally give her a wide birth, although the few Kindred who live in the shadow of the power stations find her a fair if distant landlord.

Physical: Access –2, Safety -1. The narrow roads leading to the plant are barely adequate for the industrial traffic that rumbles along them.  The security for the plans is outdated and the fences nearly rusted through, but a few particularly dedicated NMPS officers take time to patrol around the area.  More than a few “Danger! High Voltage” signs have fallen into the marshy ground surrounding the plants, making trespassing a somewhat risky endeavour.
Mental: Information -2, Awareness –2. Outdated technology and management cover-ups are the order of the day here.  The plants’ employees are focused on trying to keep the failing plants running and have little time to spare to pay attention to people who don’t belong.
Social: Prestige -1, Stability 0. No-one really cares about the plants, as long as they’re working, and there’s a lot of effort put in to keep the appearance that all is well.

Burgh Castle



Burgh Castle is not a nice place to live.  Anyone who can live somewhere else does, but it’s the cheapest part of the city to call your home.  Boarded up shops sit next to crumbling tenement blocks, and at night the sounds of the docks and trains echo across the area.  There’s little in the way of a police presence, and drug dealers openly do business on the street corners.  

Burgh Castle is ruled by Evan Draper, a Nosferatu of the Carthian Movement.  He owns a lot of property in the area, wringing rent out of his human tenants and offering Feeding Ground to the Kindred at a very reasonable rate.  Feeding isn’t hard in the area, and you’re unlikely to be disturbed while preying on the residents.

Evan hosts a good number of Carthian meetings as this is fairly neutral ground (by virtue of its Circle Regent) and it’s a place where the higher ups are unlikely to have agents.  Plus the local Kindred usually control their herds fairly well.  For those in the know in the Movement, Evan’s seen as a slightly dodgy neutral party - no-one trusts him but his interests are divided enough between various interests that he can’t afford to take sides.  As such, he’s often called on to settle disputes, although he always has an eye towards how he can profit from any such exchange.

Physical: Access 0, Safety –3. The buses stop running early out to this side of the city, but the trains are still there.  That said, no-one visits if they can avoid it.  Burgh Castle is a hot spot for burglaries, muggings and street crime, and those who can afford them have hefty locks on their doors and bars on their windows.
Mental: Information +2, Awareness –3. If you’re in with the right crowd, this is a good place to hear the word on the street.  People tend to keep their head down and keep walking, pausing only for things that directly affect them.
Social: Prestige –4, Stability –3. No-one wants to live in Burgh Castle, and the number of boarded up shops and empty houses is testament to that fact.  People who live here are too scared to pull together, and the gangs in the area exist in a state of near open warfare with each over over a street or two of turf.

The Encampments


The Encampments District is ruled by Janis, a Daeva of the Carthian Movement. The Encampments is an area on the very outskirts of the city, where homeless people and transients gather under bridges and beside train tracks. It is a scrubby area of industrial land that provides small shelter for the desperate, but it is their best chance of survival. The police periodically clear the Encampments but they always flock back when the police have gone, encouraged by Baron Janis.  After all, they've got nowhere else to go...

Physical: Access -3, Safety -3. This District is not restricted, but finding your way around it is difficult. It has extremely limited transport, because no-one comes out here if they can avoid it. The police largely turn a blind eye to what happens here until they need to look like they’re doing something. If bad things happen here, they don’t get reported for weeks, if at all. The people here know nobody will listen. But for the most part the locals are not violent - they just want to get on with their lives, and are unlikely to bother you unless you bother them.
Mental: Information -2, Awareness +3. It’s difficult to get people round here to talk. They aren't forthcoming, because they've spent years being ignored or berated. However, there are some sources of information if you know who to ask - and you can compensate them appropriately. No-one wants to come a cropper for telling someone something they shouldn't have, but you can guarantee that whatever goes on in this District, it is witnessed.
Social: Prestige -4, Stability +2. It is not a good thing to live here: if you can, go somewhere else. You’re marred by association. However, people who live in such circumstances have a tendency to form groups, because someone to rely on and trust is important here. They will sometimes even step in to protect one another.

The Regency of Lakenham

A mostly run-down area to the south of the city, with frequent scuffles between locals and the police, whose Headquarters are situated here. Some pockets of meadows and wetlands remain on the outskirts, some of which are no-go areas, but most of the outskirts are taken up with train lines and the occasional vagrant gathering.

Regent: Maxwell Phillips (Ventrue Invictus)


Geography

Lakenham is situated to the south of Norwich, and continues to expand into the countryside.

History

Old Lakenham dates back to the 18th century, and the trainlines have remained to provide a bustling atmosphere in a relatively small area. It has gone through several attempts at gentrification, but it’s never quite stuck, and remains a run-down area in contrast to the more opulent and modern places in the city.

Maxwell Phillips was assigned the Regency a few years ago, having amassed public kine recognition for his philanthropic efforts. Rumour suggests that Prince Lockwood assigned him the Regency to distract him from using his kine influence to undermine her - but of course there are always such scurrilous rumours about Ventrue in power.

Living in This Regency

Maxwell Phillips is a high profile figure and you cannot exist in Lakenham without regularly encountering him or his associates. Known as “Max” in kine circles, he is a jeans-and-hoodie wearing young activist. With an unsettlingly intense earnestness he provides regular soundbites about the difficulties youths face on the streets, campaigning and lobbying for greater resources for those in need in the Lakenham area including food banks, soup kitchens and refuges.

Ostensibly having lived on the streets as a child (he can produce several witnesses of this at the drop of a hat), Maxwell’s mortal reputation is of a passionate philanthropist now with the financial backing of sponsorship and government grants. In reality, Maxwell is an old Kindred whose efforts date back to the 19th century (and whose old-money finances were gained through less than salubrious means). His herd of social activists patrol the Lakenham streets to catch those in need who might have slipped through the net, and as for those who don’t appreciate his goodwill … well, they end up appreciative in the end.

Although Maxwell would like to present the Regency to be as stable and calm as himself, the reality is that kine infighting makes for a volatile atmosphere. Law and order is a major factor in this Regency, with a great deal of tension existing between the police force and street criminals. Maxwell is very adamant that Kindred should not be caught breaking kine law, as this causes problems with mortal authorities - however, that’s not to say that they can’t do it, as long as it’s subtle.



A major place of note is the Norwich Police Headquarters, which is situated in this Regency. Cynical residents have suggested that the police station being here causes more trouble than it solves, and low-level street crime is nothing compared to what the rich of Norwich get away with.

Kindred choose to live in Lakenham for any number of reasons. It’s cheap - in both kine and Kindred terms. Maxwell welcomes well-behaved Kindred with open arms, particularly those in troubled circumstances. Plus, its shabby atmosphere suits Kindred who may not feel at home in leafy suburbs or shining skyscrapers.

In addition, the Regency boasts two Racks: the Lakenham Clubs (more detail below), and the Norwich Bus Station. With huge numbers of anonymous travellers coming through every night, and plenty of shadowy alleyways nearby, the bus station can provide a quick fix for a hungry Kindred in need of a snack.

Laws:
  1. Do not be caught by the police breaking kine laws. Depending on the severity of the crime and the hassle it causes, a blood payment must be made to the Regent in recompense.
  2. Do not kill or physically torture humans. If a human is killed by accident (eg during feeding), this must be reported. Unreported death, or torture, may result in banishment from the Regency.
  3. Do not feed on professional athletes, as they are under the jurisdiction of Rebekah King (see The Cricket Park for more details) regardless of location within Lakenham. Blood fines will be enforced for breaking this rule.
Districts

Lakenham Tower Blocks



Baron: Townsend Beasley (Ventrue Lance)

Townsend projects a vague, unworldly demeanour, and wouldn’t at first glance be an obvious choice for Baron. Nevertheless, they care for the tower blocks with the studious focus of a gardener pruning their borders - and also have an unerring ability to keep the frequent ruckuses firmly within the borders of the blocks.

The tower blocks make up a sprawling estate which is for the most part pretty run down, but boasts community camaraderie (and very cheap rent) that encourages a lot of humans to stick around. As for Kindred rent, Townsend’s rates are fairly decent, though there is an element of undercutting going on between the tower blocks Old Lakenham (see below).

Physical: Access -2, Safety -3. Generally a key or swipe card is needed to get into the blocks, and the doors are often broken anyway. If you don’t know what you’re doing, you can run into trouble either with locals or with the police, who are keen to crack down on whoever they’ve decided is a malcontent tonight.

Mental: Information +3, Awareness +3. Residents tend to be chatty and fairly welcoming if you approach them the right way, and their closely-packed mode of living means that they are keenly aware of what’s going on in other flats, floors and even blocks. The gossip mill runs rife here.

Social: Prestige +2, Stability +3. For those who live there, the area is well-regarded, though wealthier people from other parts of the city might prefer not to visit. Bonds in the community are strong, and some families have been close for generations.

Old Lakenham - The River




Baron: Olive Pocklington (Gangrel Invictus)

Beside the river, there are constantly new and in-progress building projects, not all of which ever reach fruition. Nevertheless, residents are moving to newly built estates, along with nice cars, 2.5 children, and anti-skateboarding petitions. Olive Pocklington has been working hard to gentrify the area, and is very keen to show off just how much she’s getting done.

Some say that she’s gunning for Regent over Maxwell, and after all, Olive is from a good family - why would she put up with such a relatively unprestigious area for long? Rent here is cheap, and she openly aims to attract Kindred who can provide the area with more prestige.

Physical: Access +4, Safety 0. It’s easy to wander in and out of Old Lakenham - there are no official kine borders - but the heavy police presence results in tension.

Mental: Information +2, Awareness +2. Local papers have been set up and there is a burgeoning community feel, though it’s not fully established yet. People are beginning to have burglar alarms and security lights on their dwellings but tend to think of untoward happenings as someone else’s problem.

Social: Prestige +2, Stability +1. The area is growing in popularity, but there still isn’t much of a feeling of camaraderie between the residents. Those who have been living there a long time see the newcomers as interlopers, while the newcomers tend to look down their noses at the long-term residents.

The Cricket Park



Baron: Rebekah King (Ventrue Ordo)

A major landmark in the area is the Lakenham Cricket Park, a park which has been in existence for a long time and escaped the major Second World War bombing. In the last ten years the park has spread to form a modern sports-focused district, with indoor and outdoor gyms, leisure centres, and swimming pools in close proximity. While not a residential area, the district is nearly always busy at night, whether with late-night and pre-dawn dog walkers and joggers or after-work gym bunnies.

Rebekah is a keen-eyed social engineer, and takes much of the credit for the shift in the district’s focus. She promotes sports and physical prowess, and word has it that she engineers kine into greater and greater physical feats. What she does with any failures is anyone’s guess.

Somewhere along the way an arrangement has been made between her and Maxwell Phillips that professional athletes of Lakenham will not be touched by other Kindred. Non-professionals, on the other hand, are fair game.

Physical: Access +2, Safety +2. The Cricket Park welcomes visitors with open arms. If you’re down on your luck, want a walk on the wild side, or simply don’t fancy the glitz and pretention of Bank Plain, this is the place to go. Sleepy and dirty by day with the occasional partygoer sleeping off the previous night, but noisy and bustling at night, it’s the perfect place for a kine to lose themselves for a few hours or a Kindred to get some feeding done. This is one of the Racks of Norwich, and as such is ripe for feeding.

This district used to be clusters of pubs and had a more wholesome atmosphere, but with the influx of nightclubbing and more party drugs into the city during the 1980s, a grimy area of partiers sprang up. Nowadays there’s a wide variety of clubs and bars, some of which with better reputations than others.

Emmanuel Sayer is rumoured to be a relative of Maxwell Phillips, though nothing has been publicly disclosed - unusual, for Ventrue. His manner is very mild and soft-spoken, sometimes off-puttingly so, and puts across a very non-threatening, naive demeanour; nevertheless he has an encyclopaedic depth of information about who’s doing what in the district, so clearly has more going on than he appears.

Physical: Access +4, Safety -3. Designed for easy access, and with shuttle buses ferrying clubgoers here and there, it’s easy to get into this district. The less salubrious clubs have little in the way of security equipment, though some have heavies who are keen to stamp out trouble. Those who don’t know what they’re doing can quickly end up getting into trouble - or have trouble find them. Despite, or because of, frequent police raids, tensions run high here.

Mental: Information 0, Awareness -3. You’ll find graffiti and hastily plastered up posters around the place, but most people aren’t keen to spread information without incentive. Most clubgoers are focused on having a good time, and club and pub proprietors and workers are keen to turn a blind eye to disturbances.

Social: Prestige: +1, Stability -2. Despite its rough and ready atmosphere, the area is still a big draw and is well known in the city. It can be volatile, however, with scraps between gangs and between locals and police sometimes escalating into full-blown fights.
